National Park Mobility Partnership Programme Manager

Job Title: National Park Mobility Partnership Programme Manager
Salary: £42,721 – £49,797 (Band E) per annum
Working Hours: 35 hours per week – we are happy to consider part-time arrangements and flexible working.
Contract: until 31st March 2025 with possible extension dependent on funding
Location: Balloch, with hybrid working model in place

The Role:

Our new National Park Partnership Plan 2024-29 sets out a clear and ambitious vision for transition to a low carbon place, one which is nature positive and carbon negative. A key aspiration of the Plan is the creation of a National Park transport system for visitors and residents that is efficient, inclusive and low carbon.

In recent years the National Park Authority has been building an understanding of the barriers people encounter in making sustainable travel choices within the National Park, which consequently creates a non-inclusive place of high car-dependence.

With the National Park area being a significant emitter of carbon associated with transport and car kilometres into and across the area for daily journeys or longer distance leisure trips, we know there needs to be significant change. As a high-volume trip generator, the National Park has a role to play in the Scottish Government’s target of 20% reduction in car kilometres by 2030.

Delivery of our aims will be dependent on collective action and partnership working with key national, regional and local organisations and communities. The role will establish and lead a partnership team which can develop and deliver a governance structure and multi-year delivery programme.

From summer 2024 to April 2025 this role will:

  • Oversee a new summer shuttle bus pilot project
  • Oversee evaluation of the above project
  • Lead the development of a 2025/26 package of works
  • Initiate National Park Mobility Partnership meetings and initial governance arrangements
  • Lead the development and set-up of a National Park Mobility Stakeholder Forum
  • Contribute to the setting up of a National Park Sustainable Transport Summit
  • Support the development of a 5 Year Mobility Route Map

This broader long-term programme could include, but not be limited to:

  • Proof of concept revenue-sharing partnership schemes
  • New shuttle and water bus partnership projects
  • Multi-modal network development including Active Travel integration
  • Mobility data-sharing partnership arrangements and projects
  • Cross-partnership integrated ticketing project development
  • A community transport framework
  • Skills development and recruitment initiatives
  • Behaviour change and marketing initiatives
  • Innovative public transport, DRT and taxi pilot projects

Responsibilities:

  • Develop the necessary strategic partnerships and engagement with local, regional and national partners and funders to build networks and engender buy-in to the delivery of the sustainable transport and modal shift agenda.
  • Utilising the Ansons Study, the National Park Partnership Plan 2024-29, Regional Transport Strategies and steering group expertise, lead the development of an ambitious multi-year programme and engage with potential funders and mechanisms to secure delivery resources and support.
  • Assist the Mobility Partnership Steering Group in developing a modal shift Route Map, with the production of specialist content and ensuring partner and stakeholder buy-in.
  • Ensure that the Partnership works as efficiently as possible and that the emerging programme delivers against the objectives of the National Park Partnership Plan, Regional Transport Strategies and National Outcomes.
  • Engage with and identify opportunities from emerging revenue generation and funding opportunities which can support core partnership budgets to deliver projects at scale.
  • Be a co-leader within the National Park Authority Team, working with your Operational Manager colleagues, in particular the Sustainable Travel and Access Manager, to ensure effective use of resources and develop and deliver positive outcomes through a project team-working approach.
  • Line-manage the necessary staff to deliver agreed objectives and organisational priorities, ensuring effective and efficient processes are in place.
  • Ensure budgets and expenditure are aligned with annual operational planning and that financial procedures and reporting are adhered to and budgets met.
  • Identify improvement opportunities, including efficiencies and external funding sources, and deliver innovative solutions to capitalise on these.
  • Undertake any other duties appropriate to the grade, as required.

Who we are looking for:

Your skills, abilities and experience should include:

  • Experience of budget planning and management
  • Experience of managing senior level relationships across internal/external stakeholders and partners
  • Experience of successful project/programme development, management and delivery
  • Experience of attracting and securing funding and other resources
  • Experience of contract management
  • Experience of motivating and leading diverse teams or partnerships
  • An active interest in the sustainable transport and modal shift policy area
  • Articulate, with excellent interpersonal and communication skills
  • Well-developed engagement and listening skills
  • Ability to foster and maintain positive working relationships
  • Relevant Degree or equivalent experience
  • Flexible approach to working as some evening and weekend working may be required.
